A Specific Plan is a popular form of a land use overlay. An overlay is an additional layer of planning control, establishing stricter standards that go beyond what the underlying zoning would normally regulate. Cities generally implement overlays to achieve goals that may not ordinarily be attainable through zoning rules alone—ranging from more specific standards governing the production of affordable housing. commercial oriented development, etc.
Properties located on, or adjacent to, Hawthorne Boulevard, are within the Hawthorne Boulevard Specific Plan area. Properties within the Specific Plan area are subject to the zoning standards, commercial regulations, and design criteria outlined in the Hawthorne Boulevard Specific Plan.
This document is revised periodically to ensure that established policies are compliant with current standards and regulation, and that the established goals and policies aligned with the needs and interest of the residents.

Patron's can leave their application, plans, payments and documents inside the drop-off bin located just outside the main entrance doors of City Hall. The bin is available during our normal business hours: Monday - Thursday, 7 am to 6 pm.
Do not drop-off any items outside of these hours!
